China vice president to visit White House Feb. 14 (AP)

WASHINGTON ? Vice President Xi (shee) Jinping who is expected to succeed Hu Jintao as the next president of China will visit the White House on Feb. 14.

The White House made the announcement Monday. It reciprocates Vice President Joe Biden's visit to China last August.

Xi will meet with President Barack Obama, Biden and other senior administration officials to discuss a broad range of bilateral, regional and global issues.

He also will travel to Iowa and California.

The trip is an opportunity for Xi to meet U.S. leaders ahead of his own elevation, as Hu nears the end of his 10 years as China's Communist Party chief.

U.S.-China relations have deepened in recent years but remain troubled by economic and trade disputes and an emerging military rivalry.

Can Newt Gingrich Win Against Barack Obama? (ContributorNetwork)

COMMENTARY | Former Speaker of the House Newt Gingrich's decisive win over Mitt Romney in South Carolina was largely based on his debater performance, according to exit polls conducted by CBS News. South Carolina voters who identified themselves as Protestant/Other Christian make up the majority of voters at 80 percent. Gingrich received 42 percent of those votes and 37 percent of the votes of people who Identify themselves as Catholic. Rick Santorum, who is Roman Catholic, received 15 percent of the Catholic vote. Despite the large number of people who identify themselves as Evangelical in South Carolina, when asked how much it matters to them that a candidate shares their religious beliefs only 26 percent responded that it matters a great deal.

South Carolina voters felt Newt Gingrich is more likely to defeat Barack Obama than any of the other candidates. Primary voters were also asked "Which ONE of these candidate qualities mattered most in deciding how you voted today? (CHECK ONLY ONE)." Of the four choices given, an overwhelming 45 percent chose "Can defeat Barack Obama." Of those voters, 51 percent felt New Gingrich was the best choice. Mitt Romney was a distant second choice with 37 percent.

Rasmussen Reports shows Gingrich leading Romney 41 percent to 32 percent in Florida as the Florida primary approaches. A Rasmussen national poll shows Gingrich with 35 percent to Romney's 28 percent. President Obama will have to deal with his record as he faces his Republican challenger in the general election. If that candidate is Gingrich, he will have already weathered much of the storm about his past. President Obama will begin going on the offense with his third State of the Union Address. He will not doubt point to recent improvements in the economy. The Daily Presidential Tracking Poll has Obama's approval rating at 22 percent and disapproval at 38 percent. Despite how poor that may sound for his Democratic supporters, the same poll shows him ahead of both Gingrich and Romney if the election were held today. Obama gains 46 percent of likely voters and Romney 43 percet. With Gingrich as the Republican candidate the current results are President Obama 49 percent and Gingrich 40 percent.

The Republican voters of South Carolina have spoken and the results were not what anyone was predicting in the weeks leading up to the primary. Mitt Romney was already preparing his acceptance speech of the parties nomination when he was forced to concede defeat in both the Iowa Caucus and the South Carolina Primary.

Leading in the polls by 10 points now is no guarantee of winning the general election. President Obama still has a difficult task ahead -- running against both the Republican candidate and his own record as president.

Romney and Gingrich Discuss the Space Program at Tampa Debate (ContributorNetwork)

During the Republican presidential candidate debate that took place Monday in Tampa, Fla., Mitt Romney and Newt Gingrich were asked questions on space policy, according to Space Politics. The answers the two gave were illuminating.

Romney and Gingrich had clashed before on space, when during a previous debate Romney had ridiculed an idea the latter had championed for lunar mining colonies. Gingrich defended the idea at the debate and later during a meeting with the Orlando Sentinel editorial board. But in Tampa, both suggested a change in the current way NASA does business.

What was Romney's proposal?

Romney suggested going back to the drawing board, seeming to suggest another presidential commission, similar to the Augustine Committee, to determine a new mission for NASA that would excite young people, would have commercial potential and would employ people and technology in Florida's space coast. Romney also suggested NASA (or perhaps he meant the mission to be conducted by NASA) be partly funded by the private sector. The mission itself would be a collaborative effort between NASA, the commercial sector, the military, and academia.

What did Gingrich have to say?

In perhaps a preview of his planned space vision speech, Gingrich concentrated on a series of prize competitions, similar to the Ansari X Prize and the Google Lunar X Prize, as a means to open up space. Gingrich also took his now familiar swipe at NASA bureaucracy, but suggested such a program would be of benefit to Florida's space coast.

What are some of the open questions about the proposals?

Romney did not open his mind about what he thought NASA's mission should be. He did not give an answer about why the U.S. should have a space program, what its purpose should be or an argument for paying for it. His proposal was to, in effect, study a question that has already been studied in the late 1960s with the proposals of the Space Task Group, the 1980s with the National Commission on Space, the 1990s with the first Augustine Committee, and the current era with the second Augustine Committee.

Gingrich was effusive about building space stations and a lunar settlement and going to Mars. He did not cover some of the practical questions surrounding his space prize approach, especially its practicality, political and otherwise. Would Congress actually transform NASA from a cutting edge space exploration agency to a paymaster for prize competitions? Would Congress actually leave billions, perhaps tens of billions of dollars in escrow accounts for years until the prizes were judged to have been won? How would private groups raise the vast sums necessary to go back to the moon or voyage to Mars? Perhaps these are questions that will be answered in his speech on Wednesday.

PHOENIX ? In part, the short video has the feel of a campaign ad: the strains of soft music, the iconic snapshots of rugged Arizona desert, the candidate earnestly engaged with her constituents.

Interspersed with the slick montage of photos and sound, though, is a video close-up of Rep. Gabrielle Giffords gazing directly at the camera, offering not a campaign promise but a goodbye, a thank-you message to her supporters in a voice that is both firm and halting.

"I have more work to do on my recovery," the congresswoman says at the end of the two-minute-long "A Message from Gabby," appearing to strain with all of her will to communicate. "So to do what's best for Arizona, I will step down this week."

Arizonans had to know in their hearts that this day was coming.

A bullet to the brain, from point-blank range, is a nearly impossible obstacle to overcome, even for a congresswoman known for pluckiness and fight. Giffords seemed to accept that reality in the video announcing her resignation from Congress, which also included a promise to return one day to her mission to help Arizonans.

The clip, posted to YouTube and on her Facebook page, pastes together 13 sentences into a fluid announcement. Giffords wears a bright red jacket eerily similar to the one she was wearing a year ago when she was nearly assassinated. She looks straight into the camera, almost begging the viewer to listen.

But the video also includes images of the 41-year-old struggling at rehab and walking along a leafy street with husband Mark Kelly with an obvious limp. And Giffords acknowledges that at least for now she isn't up to taking on a re-election challenge.

The announcement comes just over a year after a gunman opened fire at Jan. 8, 2011 meeting with constituents in front of a Tucson grocery store. Six people were killed, and Giffords and 12 others wounded.

At the time, the Democrat had just eked out a razor-thin victory against a tea party candidate in her conservative-leaning district. She won a third term with less than 1 percent margin.

Many in Arizona believed she would be handed an easy victory if she chose to seek another term this year. Giffords elected not to try.

"A lot has happened over the past year. We cannot change that," she said.

For days after the shooting, it was touch and go. A huge memorial grew in front of the Tucson hospital where she was fighting for her life.

Then, almost miraculously, just two weeks after she was shot, she was whisked off in a jet to a rehabilitation hospital in her astronaut husband's hometown of Houston.

Months of rehab began, with Giffords struggling to learn how to walk and talk again. Just over four months after she was shot, she flew to Florida to watch Kelly pilot the nation's next-to-last space shuttle mission.

But she remained out of view.

Slowly, in carefully choreographed bits, she began to emerge. The first photos in June. Her surprise August appearance in Congress to vote to raise the federal debt limit. The first halting TV shots, just a few words at a time, then a more complex recording released in November.

Sunday's recording was slightly more elaborate, but it was not a campaign Q&A or an appearance before a tough interviewer.

She's clearly not yet ready for another run for Congress. But she said in Sunday's video that she's not done yet.

"I'm getting better. Every day my spirit is high. I will return and we will work together for Arizona and this great country," she said.

Arnie visits Austrian town run on green energy (AP)

GUESSING, Austria ? It was another chance to tuck into a schnitzel. But Arnold Schwarzenegger's visit to a small eastern Austrian town had a more compelling purpose.

Austria's most famous living son is proud of his record of greening California while governor. So his visit to Guessing, which meets its energy needs through renewables, was fitting.

In both Guessing and California, "the world has already become a better one," he told fans and dignitaries gathered in his honor Sunday.

After a lunch of Wiener schnitzel and Kaiserscharrn ? chopped up pancakes with jam ? Arnie toured the village's energy plants, describing his push for green energy as "my crusade."

And yes, the "Terminator" star did say, "I'll be back."

SAN FRANCISCO (AP) ? Don't yell obscenities, don't flip the bird ? and don't even think about insulting anyone's mother.

The San Francisco 49ers and the NFL have adopted extraordinary security measures for Sunday's NFC championship against the New York Giants after New Orleans Saints fans complained of harassment by unruly 49ers faithful last week.

Undercover police will be dressed in Giants' garb and on the lookout for nasty fans. Giants ticketholders will be handed a card as they enter Candlestick Park with details on how to contact police if they feel threatened. And more security cameras and undercover police officers will be in place to identify abusive fans.

Season ticketholders have also been warned to follow the NFL Fan Code of Conduct: no foul or abusive language or obscene gestures and no verbal or physical abuse of opposing team fans.

The nail-biting 36-32 win last Saturday for the 49ers was the team's first playoff game in nine years, and a raucous crowd was on hand to enjoy the victory at the expense of the Saints.

"I apologize for any rudeness that may have happened," San Francisco 49ers president and CEO Jed York said. "I think you saw 49ers fans who were very excited about hosting a playoff game for the first time in a long time."

Those fans were so excited that they ruined the day for a shaken Don Moses and his two teenage daughters. Moses, a longtime Bay Area resident who is from New Orleans, said they were wearing the Saints colors and prepared for some good-natured ribbing.

Instead, he tells a horror story of fear and humiliation when his daughters asked him why he didn't do anything to stop the hulking 49ers fans who yelled vulgarities and threw footballs at them, screamed in their faces and called their mother a whore.

"The hostility and threats of violence were a constant throughout our experience," Moses said in a letter to the San Francisco Chronicle, one that launched some soul-searching by city officials and led to some 49ers fans to apologize on behalf of their city.

"Every other word from dozens of fans around us was an f-bomb shouted at the top of their lungs," Moses said. "There were seven or eight large 30- to 35-year-old guys directly behind us who cursed and threatened us the entire game." He turned to ask them to tone it down in front of his girls and they yelled: "Do not turn around again! Do not ever turn around again."

He was afraid that if the fans saw him calling or texting security, the men would harm his daughters.

"Every 49ers fan, the team and its owners should be ashamed and embarrassed to wear the red and gold today," Moses wrote in the letter published Tuesday. "They won the game but are losers in every other way."

NFL security director Jeff Miller told the AP that if the security cameras or undercover police catch such abusive behavior by fans on Sunday, they will be yanked from the stadium.

"We'll be looking early on to identify people trying to do those things in the parking areas and take action to remove them," said Miller, who will be at the game. "We're not going to be warning people inside the stadium. They will be removed."

Authorities are already sensitive about the heartbreaking case of Brian Stow, a paramedic and San Francisco Giants fan who suffered a traumatic brain injury after a beating by two men dressed in Dodgers gear following the home opener against the Giants in Los Angeles on March 31. Medical care for Stow is expected to cost as much as $50 million and the father of two has sued the Dodgers.

Tailgating after kickoff already has been banned from the parking lot at Candlestick Park under security measures introduced after two shootings, a beating and fights broke out during an Aug. 20 pre-season game with across-the-bay rivals Oakland Raiders.

San Francisco Police Chief Greg Suhr said he heard first-hand how Saints fans were treated last Saturday when he gave three of them a lift from the stadium back into the city after the game. They gave him an earful about how badly they'd been belittled.

"We're all native San Franciscans and, you know, that's not the way we want to represent the team and the city," Suhr said.

He said Mayor Ed Lee instructed him to do whatever it takes to make Giants fans feel safe.

Police officers and team personnel at the ticket gates will be welcoming them with cards that tell them how to contact police.

The 49ers also purchased Giants attire for undercover police officers.

"They'll be seated around the stadium as decoys, if you will, trying to draw out the obnoxious fans and they will be removed immediately," he said.

Then there are the lights.

A good portion of the game will be played under the same stadium lights that blacked out and delayed the nationally televised Monday Night Football game between the 49ers and the Pittsburgh Steelers on Dec. 19.

The city and the Pacific Gas & Electric Co. insist there won't be an embarrassing repeat of the two blackouts at the 51-year-old stadium, which had prompted the mayor to call the night a "national embarrassment."

PG&E spokesman Joe Molica is confident the nearly $1 million in upgrades to the park by the electric utility and the city will prove the old bayside stadium proud.

He said the wire for the electrical circuit that serves the park has been replaced with more than a mile and a half of new wire that is resistant to contact and carries three times the electrical load. A new computer system allows workers to better monitor the circuit.

The command center at the stadium has conducted a string of tests simulating the Dec. 19 blackout and everything tested well.

Will Molica be holding his breath on Sunday about another blackout?

No, he said, "I'll be holding my breath for the 49ers to win."

The first footage from inside one of Japan's tsunami-hit nuclear reactors at Fukushima has been released by the stricken plant's operator.

Tokyo Electric Power Company (Tepco) inserted an endoscope camera in Number 2 reactor to examine the interior.

Thursday's probe aimed to get details such as the true level of cooling water and temperature inside the vessel.

The six-reactor Fukushima Daiichi nuclear plant was badly damaged by the 11 March earthquake and tsunami.

Last month it was announced that the nuclear reactors had finally been stabilised and reached a state of "cold shutdown".

This occurs when the water that cools nuclear fuel rods remains below boiling point, meaning that the fuel cannot reheat.

Radiation distorted footage

The video probe, just 8.5 mm in diameter according to one report, was inserted into the vessel to ascertain reactor conditions, particularly the level of cooling water and the temperature.

Some of the footage was distorted because of the levels of radiation, but officials say no major ruptures caused by the earthquake have been spotted.

"The visual artefacts provoked by the high level of radiation and other leaks inside are a viewing obstacle, but nevertheless the images are of relatively good quality in some areas," Tepco official Junichi Matsumoto is quoted as saying by the Associated Press news agency.

Tepco also said that experts were still trying to identify all the parts that were shown in the video.

The probe failed to find the water surface, which indicates that it sat at lower than expected levels and raised questions about the accuracy of current water monitors.

But the probe confirmed that the temperature inside the reactor was in line with the temperature gauge outside the container.

The information from the probe "will help us keep the reactor stable and solve problems," Ms Matsumoto is quoted by Reuters as saying.

Reports say that Tepco now hopes to use the endoscope to look inside two other stricken reactors but officials say radiation levels would have to decrease before that can happen.

A 20km (12m) exclusion zone remains in place around the plant. The government says it will take decades to dismantle the plant completely.

More than 80,000 people had to leave the area. Radiation levels in some places remain too high for them to return home.

Rescue divers unlikely to find cruise ship survivors

Rescue crews working on the cruise ship that capsized off the coast of Italy are running out of time to find any possible survivors. NBC's Michelle Kosinski reports.

GIGLIO, Italy -- The cruise ship grounded off Tuscany shifted again on its rocky perch, forcing the suspension Friday of search and rescue operations for the 21 people still missing.

Firefighters' spokesman Luca Cari said rescue squads would be discussing the next step after the movement made conditions unsafe for divers already hampered by poor visibility, floating objects and underwater debris.

Seven days after the 114,500-ton ship ran aground and capsized off the Tuscan coast, hopes of finding anyone alive have all but disappeared and the cold waters around the ship have become rougher, with worse weather expected at the weekend.

"The ship is not in safe enough conditions for rescue operations to continue," Coast Guard spokesman Cmdr. Cosimo Nicastro told The Associated Press.

Attention is now turning to how to remove more than 2,300 tons of fuel aboard the vessel, which lies on its side on a rock shelf in about 20 meters of water off the little island of Giglio and which could slide off its resting place.

Salvage crews are waiting until the search for survivors and bodies is called off before they can begin pumping the half-million gallons of fuel out of the wreck, a process expected to take at least two weeks.

Worries in paradise
The fuel is in danger of leaking out and polluting some of the Mediterranean's most unspoiled sea, where dolphins are known to chase playfully after sailboats and fishermen's catches are so prized that wholesalers come from across Italy to scoop up cod, lobsters, scampi, swordfish and other delicacies.

Concordia lies dangerously close to a drop-off point on the sea bottom. Should strong waves nudge the vessel from its precarious perch, it could plunge some 20-30 meters (65-90 feet), further complicating the pumping operation and possibly rupturing fuel tanks. Italy's environment minister has warned that if those tanks break, globs of fuel would block sunlight vital for marine life at the seabed.?

A week after the Concordia struck a reef off the fishing and tourism island of Giglio, flipping on its side, its crippled 114,000-ton hull rests on seabed rich with an underwater prairie of sea grass vital to the ecosystem. The dead weight has likely already damaged a variety of marine life, including endangered sea sponges, and crustaceans and mollusks, even before a drop of any fuel leaks, environmentalists contend.?

"The longer it stays there, the longer it impedes light from reaching the vegetation," said Francesco Cinelli, an ecology professor at the University of Pisa, in Tuscany. And the sheer weight of the Concordia will also crush sea life, he said.?

The seabed where the Concordia lies is a flourishing home to Poseidon sea grass native to the Mediterranean, Cinelli told The Associated Press in a telephone interview.?

"Sea grass ... is to the sea what forests are to terra firma," Cinelli said: They produce oxygen and serve as a refuge for organisms to reproduce or hide from predators.?

The Tuscan archipelago's seven islands are at the heart of Europe's largest marine park, extending over some 60,000 hectares (150,000 acres) of sea.?

The Costa Concordia ran aground Jan. 13 off the coast of Italy, resulting in the evacuation of thousands of passengers as the ship began heavily listing.

They include Elba, where Napoleon lived in exile, and the legendary island of Montecristo, a setting for Alexandre Dumas' novel "The Count of Monte Cristo" ? where rare Mediterranean monk seals have been spotted near the coast.?

Montecristo has a two-year waiting list of people hoping to be among the 1,000 people annually escorted ashore by forest rangers to admire the uninhabited island. Navigation, bathing and fishing are strictly prohibited up to 1 kilometer (0.6 miles) from Montecristo's rocky, cove-dotted coast. A monastery, established on Montecristo in the 7th century, was abandoned nine centuries later after repeated pirate raids.?

Come spring, Porto Ercole's slips will be full, with yachts dropping anchor just outside the port. It lies at the bottom of a steep hill, whose summit gives a panoramic view of a sprawling seaside villa, once a holiday retreat of Dutch royals, and of the crescent-shaped island of Giannutri, with its ancient Roman ruins.?

Alberto Teodori, 49, who said he has been hired as a skipper for the yachts of Rome's VIPs for 30 years, noted that the area thrives on tourism in the spring and summer and survives on fishing in the offseason.

If the Concordia's fuel, "thick as tar," should pollute the sea, "Giglio will be dead for 10, 15 years," Teodori fretted, as workers nearby shellacked the hull of an aging fishing boat.

Questions about safety
Late Thursday, Costa-owner Carnival Corp. announced it was conducting a comprehensive audit of all 10 of its cruise lines to review safety and emergency response procedures in the wake of the Costa disaster. The evacuation was chaotic and the alarm to abandon the ship was sounded after the Concordia had capsized too much to get many life boats down. The disaster claimed the lives of at least 11 people.

The owners of the doomed Italian cruise liner Costa Concordia were not aware of unsafe practices involving ships coming close to shore to give tourists a better view, Costa Cruises chief executive Pier Luigi Foschi told a newspaper on Friday.

Investigators say Francesco Schettino, the captain of the Costa Concordia, steered the ship too close to the Tuscan island of Giglio, where the 114,500 ton vessel ran aground and capsized last week, apparently while performing a maneuver known as a "salute" which took it within 150 metres of the shore.

Foschi told the Corriere della Sera that ships sometimes passed near to shore during what he termed "tourist navigation" but he said this was always performed safely and he denied that the company knew the Concordia would be going so close.

He said the Concordia's onboard newspaper had announced that the ship would pass five miles from Giglio.

"I can't rule out that individual captains, without informing us, may have set a course closer to land. However I can rule out ever having known that they may have done it unsafely," he said.

Doubts have already been expressed about whether Costa Cruises, a unit of Carnival Corp, the world's largest cruise operator, can have been unaware of the practice of ships "saluting."

The company had approved a similar maneuver in August and Lloyd's List Intelligence, a leading maritime publication, says its tracking showed that the ship's August route actually took the Concordia slightly closer to Giglio than the course that caused the grounding last week.

The $450 million Costa Concordia was carrying more than 4,200 passengers and crew when it slammed into well-marked rocks off the Tuscan island of Giglio. The ship then keeled over on its side and is still half-submerged nearly a week later.

'He saved over 3,000 lives'
Meanwhile,?a young Moldovan woman who translated evacuation instructions from the bridge after the Costa Concordia ran into a reef emerged as a potential new witness in the investigation into the captain's actions on that fateful night.

Italian media have said prosecutors want to interview 25-year-old Dominica Cermotan, who had worked for Costa as a hostess fluent in several languages but was not on duty when she boarded the ship Jan. 13 in the Italian port of Civitavecchia.

In interviews with Moldovan media and on her own Facebook page, Cermotan said she was called up to the bridge of the Concordia after it struck the reef to translate evacuation instructions for Russian passengers. She defended Schettino, who has been vilified in the Italian media for leaving his ship before everyone was evacuated safely.

"He did a great thing, he saved over 3,000 lives," she told Moldova's Jurnal TV.

Schettino, who was jailed after he left the ship, is under house arrest, facing possible charges of manslaughter, causing a shipwreck and abandoning his ship.

Costa is owned by Miami-based Carnival Corp.

LONDON (AP) -Tottenham will look to take advantage of a Manchester City team going through its most vulnerable period of the season when the two new pretenders to the Premier League trophy meet Sunday in a pivotal match in the title race.

After moving to the top of the standings with a freescoring start to the season, City surrendered its unbeaten league record with a 2-1 loss at Chelsea on Dec. 12 and then stuttered over the holiday period.

Monday's 1-0 win at bottom team Wigan was only City's second victory in its last six matches in all competitions. And with captain Vincent Kompany suspended and key midfielder Yaya Toure at the African Cup of Nations, Tottenham will hope to capitalize at the Etihad Stadium.

Since being thrashed 5-1 by Roberto Mancini's side in August, Spurs have lost just once in the league and have climbed to third - five points behind the leaders.

"We played them five months ago and it was totally different," Mancini said. "I think Tottenham is a very strong team. For me, they can win the title."

In what is the most crucial weekend in the title race so far, second-place Manchester United will also look to keep the pressure on City when it travels to fifth-place Arsenal on Sunday.

That has been one of the Premier League's most entertaining matchups over the past decade but it could be trumped hours earlier, with City and Tottenham playing the most attractive football in the division this season.

Once a match between two perennial underachievers in the English game - neither side has won the league since the 1960s - it has suddenly taken on a much bigger profile.

"They are not invincible," Redknapp said of City, which has won all 10 of its league games at home this season.

"I think we can win. We will go there as a positive team. I wouldn't want to go there and sit back. We have people who can hurt them."

Defensive midfielder Scott Parker and striker Emmanuel Adebayor, signed in the summer transfer window, have both played significant roles in Tottenham's resurgence.

Adebayor, however, is unavailable on Sunday under the terms of his loan deal from City, depriving the visitors of a vital component of their lineup. Jermain Defoe is likely to come into the side as the partner for Rafael van der Vaart up front.

City welcomes back striker Mario Balotelli and right back Micah Richards from injury but is feeling the loss of Kompany, who serves the third of a four-match ban, and Toure.

Two of the Premier League's old stagers could line up against each other at the Emirates stadium, with Thierry Henry and Paul Scholes already back in the goals following their returns to Arsenal and United, respectively.

United is three points behind City as the team bids to extend its record haul of titles to 20 but for Arsenal, qualification for the Champions League is the priority this season.

Arsene Wenger's team could drop seven points off the top four if it loses to United and fourth-place Chelsea wins at Norwich on Saturday.

"I still think that when we have everybody available we are a strong force in this league," Wenger said. "That's why it is important that we fight very hard not to drop points."

Arsenal, though, has lost its last two matches - to Fulham and Swansea - and is still without a fit full back, although central defender Thomas Vermaelen could return from a calf injury. Henry, hoping to feature in his third match since joining on a two-month loan for a second spell at Arsenal, will have a fitness test on a calf injury.

United, which thrashed Arsenal 8-2 at Old Trafford in the first match between the teams this season, is set to welcome back England defenders Chris Smalling and Phil Jones from minor injuries.

The rest of the matches come on Saturday, when defender Gary Cahill could make his debut for Chelsea at Carrow Road following his move from Bolton.

Sixth-place Newcastle visits Fulham and Liverpool travels to next-to-last Bolton.

Mark Hughes takes charge of his first home league match at third-bottom Queens Park Rangers when Wigan visits in a key match in the relegation battle.

Also Saturday, it's Everton vs. Blackburn, Stoke City vs. West Bromwich Albion, Sunderland vs. Swansea and Wolverhampton Wanderers vs. Aston Villa.

The Washington Post reports GOP front-runner Mitt Romney's Mormon faith will be examined as part of his attempt to become the Republican nominee for president to face President Barack Obama in the November general election.

Here's a look at the Mormon faith, by the numbers.

14,131,467: The total number of worldwide members of the Church of Jesus Christ of Latter-Day Saints . The term "Mormon" refers to the Book of Mormon, the main religious text for followers. The church is called the Church of Jesus Christ of Latter-Day Saints, or LDS for short.

117: The number of years it took the LDS Church to grow from its original six members to 1 million. That milestone was reached in 1947.

52,483: The number of missionaries affiliated with the church. Members are serving in more than 350 areas of the world to preach the Gospel and to convert people to the message of Jesus Christ. Usually, missionaries are younger than 25.

152: The number of temples around the world affiliated with the Church of Jesus Christ of Latter-Day Saints. Only members in good standing with the church may enter a temple. The main temple is located in Salt Lake City, Utah. Temple buildings are much larger and more ornate than normal LDS Church buildings. Wikipedia to be blacked out over anti-piracy bill

Wikipedia will black out the English language version of its website Wednesday to protest anti-piracy legislation under consideration in Congress, the foundation behind the popular community-based online encyclopedia said in a statement Monday night.

The website will go dark for 24 hours in an unprecedented move that brings added muscle to a growing base of critics of the legislation. Wikipedia is considered one of the Internet's most popular websites, with millions of visitors daily.

"If passed, this legislation will harm the free and open Internet and bring about new tools for censorship of international websites inside the United States," the Wikimedia foundation said.

The Stop Online Piracy Act in the U.S. House of Representatives and the Protect Intellectual Property Act under consideration in the Senate are designed to crack down on sales of pirated U.S. products overseas.

Supporters include the film and music industry, which often sees its products sold illegally. They say the legislation is needed to protect intellectual property and jobs.

Critics say the legislation could hurt the technology industry and infringe on free-speech rights. Among their concerns are provisions that would weaken cyber-security for companies and hinder domain access rights.

The most controversial provision is in the House bill, which would have enabled federal authorities to "blacklist" sites that are alleged to distribute pirated content. That would essentially cut off portions of the Internet to all U.S. users. But congressional leaders appear to be backing off this provision.

Tech companies such as Google, Facebook, Yahoo, Twitter, eBay, AOL and others have spoken out against the legislation and said it threatens the industry's livelihood. Several online communities such as Reddit, Boing Boing and others have announced plans to go dark in protest as well.

The Obama administration also raised concerns about the legislation over the weekend and said it will work with Congress on legislation to help battle piracy and counterfeiting while defending free expression, privacy, security and innovation in the Internet.

Wikipedia's decision to go dark brings the issue into a much brighter spotlight. A group of Wikipedia users have discussed for more than a month whether it should react to the legislation.

Over the past few days, a group of more than 1,800 volunteers who work on the site and other users considered several forms of online protest, including banner ads and a global blackout of the site, the foundation said. Ultimately, the group supported the decision to black out the English version of the site.

Jimmy Wales, the founder of Wikipedia who first announced the move on his Twitter account Monday, said the bills are a threat to the free, open, and secure web.

"The whole thing is just a poorly designed mess," Wales said in an email to The Associated Press.

Wikipedia is also requesting that readers contact members of Congress about the bill during the blackout.

"I am personally asking everyone who cares about freedom and openness on the Internet to contact their Senators and Representative," Wales said. "One of the things we have learned recently during the Arab Spring events is that the Internet is a powerfully effective tool for the public to organize and have their voices heard."

Wikipedia will shut down access from midnight Eastern Standard Time (0500 GMT) on Tuesday night until midnight Wednesday.

This is the first time Wikipedia's English version has gone dark. Its Italian site came down once briefly in protest to an Internet censorship bill put forward by the Berlusconi government; the bill did not advance.

"Wikipedia is about being open," said Jay Walsh, spokesman for the Wikimedia foundation. "We are not about shutting down and protesting. It's not a muscle that is normally flexed."

Man Group posts further outflows, to cut $75 million costs (Reuters)

LONDON (Reuters) ? Man Group Plc (EMG.L), the world's biggest listed hedge fund manager, reported a second consecutive quarter of heavy client outflows and announced plans for further cost cuts, as nervous investors pulled out of its poorly-performing flagship fund.

The company, which shocked investors in September when it reported its fastest rate of outflows since early 2009, said on Wednesday clients pulled out a net $2.5 billion over the three months through December, roughly in line with analyst forecasts.

"We are seeing investors respond to performance and market sentiment," Chief Executive Peter Clarke told reporters, adding net outflows slowed last month and were "markedly less than a third" of total outflows for the quarter.

Man, whose shares rallied 5.2 percent to 112.5 pence by 0842 GMT having slumped from around 300p a year ago, also said it would cut an extra $75 million from costs on top of previously-announced savings of $40 million.

Clarke said the cuts, which amount to around 10 percent of Man's cost base, would be made across the board and would involve job cuts, although he declined to give further details.

"(The) numbers (were) bang in line with reduced expectations, but cost savings are an unexpected positive," said Citi analyst Haley Tam in a note.

While outflows slowed at Man's GLG unit, which it bought for $1.6 billion in 2010, its flagship computer-driven fund AHL saw clients exit after weak performance.

The $21 billion fund, which is named after 1980s founders Michael Adam, David Harding and Martin Lueck and which tries to make money following market trends, lost 6.4 percent in 2011.

In contrast, Winton Capital, a rival to AHL which was also set up by Harding after he left AHL and which now runs $28 billion in assets, saw its main fund gain 6.3 percent last year.

Man's total assets under management fell to $58.4 billion at end-December from $63.5 billion at end-October.

Man also said GLG founder Noam Gottesman has stood down as co-CEO of GLG and taken the role of non-executive chairman of GLG's business and interests in the United States.

"He has his own personal interests he wants to pursue," said Clarke. "He continues to be active in the U.S. business."

GOP maps strategy in wake of payroll tax debacle (AP)

WASHINGTON ? When last seen in Washington, House Republicans were furious with their own leader, Speaker John Boehner, and angry with their Senate Republican brethren over how the showdown over the Social Security tax cut turned into a year-end political debacle.

The holidays and three weeks away from the Capitol have tempered some of the bad feelings, but several GOP lawmakers' emotions are still raw as Congress returns for a 2012 session certain to be driven by election-year politics and fierce fights over the size and scope of government and its taxing, spending and borrowing practices.

In the week before Christmas, House Republicans revolted against the Senate-passed deal to extend the payroll tax cut for two months for 160 million workers and ensure jobless benefits for millions more long-term unemployed. Facing intense political pressure, Boehner, R-Ohio, caved, daring tea partyers and other dissenters to challenge his decision to pass the short-term plan without a roll-call vote. None stepped forward to stop him.

"A lot of us who went into battle turned around and no one was behind us," freshman Rep. Mick Mulvaney, R-S.C., said last week, sounding like the fight was still fresh and insistent that leadership had abandoned them.

"A lot of us are still smarting," he added.

The two-month extension that Senate Republican and Democratic leaders Mitch McConnell and Harry Reid had characterized as a draw ended up as a big victory for President Barack Obama at the end of a year in which Republicans had forced him to accept a series of spending cuts.

Grievances are certain to be aired at a House GOP retreat in Baltimore later this week. The strategy and agenda session also will be a gripe session for some of the 242 House Republicans.

"It might be a little more spunky than normal," said Rep. Jason Chaffetz, R-Utah.

Senators come back to Capitol Hill on Jan. 23.

The wave of Republicans who lifted the GOP to the House majority in the 2010 elections emerged from their first year frustrated by the limitations of divided government and the recurring, down-to-the-wire fights over spending ? in April, the squabble was over keeping the government operating, and in August lawmakers dueled over increasing the nation's borrowing authority. And at year's end, there was another rhetorical shoot-out over keeping the government running.

Tea partyers who came to Washington intent on deep cuts to counter the growing deficit railed against the budget numbers and the all-too-frequent fights.

"There was a Groundhog Day quality to 2011," said freshman Rep. Nan Hayworth, R-N.Y.

Boehner, who frequently had to rally the disparate elements of his caucus, was a bit bruised by the year's final act. Still, he remains well in control of his caucus, with Republicans recognizing that any leadership challenge or internal strife now would be politically disastrous.

In the coming year, House Republicans remain doubtful about accomplishing anything more than the must-do spending bills and a year-long extension of the Social Security tax cuts, unemployment benefits and a reprieve in the cuts to doctors for Medicare payments. Congress faces a Feb. 29 deadline to agree on a new extension, no easy task after last year's deep divisions but politically inevitable as lawmakers would be loath to raise taxes in an election year.

Uncertain is the fate of a highway bill and reauthorization of a farm bill, legislation that could mean jobs in a struggling economy but measures also likely to get caught up in the typical fight over how to pay for the programs.

Republicans are pinning their hopes on November's elections and the tantalizing possibility that the GOP holds the House, wins four or more of the Senate seats needed to seize control and the party's nominee ousts Obama. Controlling both the presidency and Congress would be a mandate for significant change.

Rep. Tom Rooney, R-Fla., bemoaned the failure last summer of the so-called "grand bargain" between Obama and Boehner for massive spending cuts, the promise of overhauling the tax code and reductions in entitlement programs such as Social Security and Medicare. The bipartisan deficit-reduction supercommittee fared no better in the fall.

"It's hard to see us getting out of the mess we're in until there's another election," Rooney said.

The year of brinksmanship produced little legislation that became law while approval ratings for Congress dropped to single digits. The House passed 384 measures in 2011, the Senate 402, according to the Congressional Record. The Senate had 24 bills enacted into law, the House 56 in one of the least productive years in history.

Republicans are gearing up for Obama campaign attacks on a "do-nothing Congress," ready to counter that many of their bills went nowhere in the Democratic-controlled Senate. Top on the list: The House completed a budget last year and the Senate did not.

Last April, the House passed a $1.019 trillion budget plan that would have sharply cut spending, changed Medicaid into a block grant program and transformed Medicare by providing voucher-style federal payments to buy private insurance coverage instead of direct government payments to health care providers. Democrats vilified the plan by Budget Chairman Paul Ryan, R-Wis., and warned of the impact the Medicare changes would have on seniors.

Ryan is expected to unveil another budget this spring. Mulvaney said the GOP is eager to push for changes in the budget process, beginning with requiring Congress to pass a budget.

Adding to the uncertainty in a volatile election year are the dozen or so House Republicans whose tea party purity about reducing the government's reach often outweighs re-election concerns, making other Republicans nervous as the party looks to hold onto its 50-seat edge.

Some have dubbed the tea partiers the "Braveheart caucus" for their affection for the 1995 Mel Gibson movie about William Wallace, who led the fight for Scotland's independence. Wallace was hanged and quartered.

U.S. online piracy bill headed for major makeover (Reuters)

(Reuters) ? U.S. legislation aimed at curbing online piracy, which had appeared to be on a fast track for approval by Congress, appears likely to be scaled back or jettisoned entirely in the wake of critical comments over the weekend from the White House, people familiar with the matter said.

The legislation, known as SOPA in the House of Representatives and PIPA in the Senate, has been a major priority for entertainment companies, publishers, pharmaceutical firms and many industry groups, who say it is critical to curbing online piracy that costs them billions of dollars a year.

The legislation is designed to shut down access to overseas websites that traffic in stolen content or counterfeit goods.

Internet companies have furiously opposed the legislation and have ramped up their lobbying efforts in recent months, arguing the legislation would undermine innovation and free speech rights and compromise the functioning of the Internet.

Some Internet advocates have called for a boycott of any companies that support the legislation, and several popular websites, including community-edited encyclopedia Wikipedia and the social media site Reddit, have vowed to black out their sites this Wednesday in protest.

With public sentiment on the bill shifting in recent weeks and an implicit veto threat now emerging from the White House, Congressional staffers are resigning themselves to writing replacement language or possibly entirely new bills.

The White House said in a blog post over the weekend that it wouldn't support "legislation that reduces freedom of expression, increases cybersecurity risk, or undermines the dynamic, innovative global Internet."

Three key section of the existing legislation seem likely to remain, a person familiar with the matter says. They comprise provisions aimed at getting search engines to disable links to foreign infringing sites; provisions that cut off advertising services to those sites; and provisions that cut off payment processing.

But critical provisions that would require Internet service providers such as Verizon Communications and Comcast Corp. to cut off infringing sites through a technology known as DNS blocking are now likely to be eliminated.

Critics have said that such measures would only encourage people to navigate the web in riskier ways, with modified browsers or other tweaks that could lead to their Internet sessions getting hijacked by scammers.

Lawmakers had already been coming around to the realization they would have to hold back on the DNS-blocking provisions.

Before the holidays, an amended version of the House bill had added a "kill switch," or provision that service providers wouldn't have to block a site if it did "impair the security or integrity of the system."

On Thursday, Senator Patrick Leahy, who is sponsoring the Senate bill, said he planned to propose amending it so that the ramifications of blocking access to a site be studied before implementation.

On Friday, Representative Lamar Smith, who is sponsoring the House bill, said he planned to remove altogether the provision that would require service providers to block access to infringing foreign websites.

A Google official said in Congressional testimony in November that the company did not necessarily oppose disabling search engine links and cutting off advertising.

But it is not clear if eliminating the DNS-blocking provisions alone will be enough to mollify critics.

"Like many other tech companies, we believe that there are smart, targeted ways to shut down foreign rogue websites without asking U.S. companies to censor the Internet," a Google spokeswoman told Reuters on Monday.

In addition to concerns about the technical ramifications of DNS blocking and the practical issues associated with disabling services to individual websites, many in the Internet business fear the bills create far too much leeway to shut down websites without sufficient due process.

But supporters of the legislation are just as adamant that something needs to be done. Over the weekend, News Corp. chief Rupert Murdoch, whose holdings include Fox, complained that the White House had caved.

"So Obama has thrown in his lot with Silicon Valley paymasters who threaten all software creators with piracy, plain thievery," News Corp's chairman and chief executive officer posted on his personal Twitter account on Saturday."

The debate seems likely to intensify in the coming weeks. The White House said it would soon host a conference call among opponents of the existing bill.

Alba and hubby Cash Warren are also parents to Honor, 3. "I love what I do. Antarctic lake bid edges closer

An ambitious plan to explore a vast lake trapped beneath the Antarctic ice is a step closer to becoming reality.

An advance party has braved freezing temperatures to set up vital equipment and supplies at Lake Ellsworth.

The project by UK engineers to drill through the two-mile-thick ice-sheet is scheduled for the end of the year.

The aims are to search for signs of life in the waters and to extract sediments from the lake floor to better understand the past climate.

It is is one of the most challenging British scientific projects for years.

The task is so complex that preparations have had to be spread over two Antarctic summer seasons.

In the first phase a "tractor train" has just hauled nearly 70 tonnes of equipment from an ice runway at Union Glacier through the Ellsworth mountains to the lake site.

The journey of about 250km (155 miles) involved crossing a mix of deep snow and rock-hard ice and took three days.

Once there, a four-man team stored the equipment and "winterised" it to cope with the incredibly low temperatures to come.

Wind-blown snow is expected to partially cover the gear but GPS markers fixed to the corners of the site will help locate it again.

The area around Lake Ellsworth is notorious for its deep cold and constant winds.

Lake Ellsworth is one of more than 400 sub-glacial lakes in Antarctica and was chosen for the drilling operation because of its relative accessibility.

One of the advance team, Andy Tait of the British Antarctic Survey, now back in the UK, told me about the sheer difficultly of conditions.

"The maximum summer temperature is minus 20 and with a wind of something like 30 knots you can imagine the cold.

"It is really harsh and working there with equipment means you have to use thin gloves - it is really cold."

But the delivery of equipment is just one part of the preparations for the drilling and sampling operation.

Key components are still being manufactured and tested before they can be shipped south.

Most challenging is the complex sampling probe which has been designed to cope with a combination of extremely high pressures and extremely low temperatures.

It must also be assembled and delivered in conditions of the highest possible sterility.

For the first time in Antarctic exploration, an investigation is being planned with cleanliness standards higher than those of most surgeries.

Because one of the key aims is to search for signs of biology in the lake waters - one of the most tantalising questions - all possibility of contamination has to be eliminated.

How scientists will reach Lake Ellsworth

I watched as one team worked in a clean room at the National Oceanography Centre in Southampton.

Each hi-tech component - including the titanium sampling bottles and specially-engineered filters - has to be sterilised.

And the final assembly of the 5.5m probe will take place inside a unique "tent" accessed by gloved inlets along its sides.

This November, the second phase of shipments will take place and the operation will begin in earnest.

The drilling will be carried out by a system using hot water and is expected to take three days.

Once the bore-hole is open providing access to the lake beneath the ice, the team will then have 24 hours in which to lower the sampling devices.

Computer modelling indicates that the hole will then start to re-freeze making it impossible to use.

The plan is to first lower the water sampling probe - a process that should take an hour - and then a corer to extract lake sediment.

According to Andy Tait, all eyes will be on the weather. Although many stages of the operation can be handled under cover, ideally conditions will be calm when the drilling starts.

The engineering, the planning, the science are impressively thorough - but Antarctica is the most challenging place on earth in which to work, and outcomes can never be certain.
